On the evening of Sept. 11, 2009, twenty-one year old Anthony Wacker and a security guard has an altercation at the Vista Transit Center. Within a few minutes, Wacker was shot and killed. The DA declined to press charges against anyone. A civil wrongful death suit was filed. Was Wacker, allegedly drunk, high on pot and a skinhead, responsible for the incident? Or was the security guard, allegedly a racist and a hot head, responsible? What responsibility, if any, did the transit district and security company have? Learn how these questions were presented to a Vista jury, and how the jury decided them.

By popular acclaim of last year's participants, this year's event will be a Scramble. In a scramble, each player tees off on each hole. The best of the tee shots is selected and all players play their second shots from that spot, and so on until the ball is holed.

In order to continue the discussion from last year, to help us understand what is happening in the news delivery business and to explain how it is impacting the coverage of our courts, we have assembled a new panel of “experts.” Last year, we discussed how the Internet and expansion of twenty-four hour radio and television news broadcasts have changed the way in which we get our news. This year we will focus on how shrinking budgets, depleted staff and compressed deadlines are affecting Court news coverage in San Diego. Find out from a distinguished panel of journalists who are intimately involved in the process. Each panelist will provide his or her perspective on the topic. Our own Judge Harry Elias will be there to guide the discussion.

Youth and Court Day
Eighth Annual “Youth In Court Day”
Set For North County Court
The eighth annual “Youth In Court Day” will be held on Friday, March 6, 2009 at the Superior Court in Vista. More than 1,000 school students from throughout the North County are expected to attend this year’s event. The judges and staff of the Superior Court will join with the North County Bar Association and the North County Lawyer Referral Service to show the students how the justice system works and to expose them to job opportunities in law and law
enforcement. The day-long event includes morning mock trials for elementary and middle school students and educational sessions for high school students on diverse topics such as domestic violence, death penalty trials, use of forensic evidence and the devastating impact of gang violence.
“The program has become so popular with North County schools that this year we had to turn away kids from both the morning and afternoon sessions. One-thousand kids are about our limit! It’s so gratifying to see the impact this day has in our community. It makes all the effort
by the North County Court and the North County Bar worthwhile,” says Superior Court Judge Joan P. Weber, one of the organizers of the event.
The mock trials will start a 9:00 A.M. and 10:30 A.M. The educational sessions begin at 1:00 P.M. and 2:00 P.M. In 2005, the Youth in Court Day program received a national award from the American Bar Association touting it as one of the best outreach programs in the
country.

Youth In Cout Day
On March 6, 2009, the Vista Superior Court, in cooperation with the North County Bar Association, hosted 1,136 elementary, middle, and high school students. This is the 8th year for On My Honor, and by far the most successful. Many schools had to be rescheduled for next year's program, and every participating courtroom was full.
A special thanks to Judge Joan Weber, all judges, Mary Cataldo, Annette Wine, Tina Kydd, court staff, an to all volunteers from the North County Bar Association for once again making this program a successful one.
