Membership Committee

This committee focuses on the development and benefits of the Association’s membership, Law School Outreach, Public relations and marketing of the Association as well as the Social Media exposure. Chaired by Steve Burke, Jr.

Pro Bono Committee

This committee focuses on recruiting attorneys to represent active duty Servicemembers regarding the Servicemembers Civil Relief Act, as well as recruiting attorneys to advise and assist incarcerated military veterans with their legal issues. This committee is currently chaired Paula Goforth.

Social Committee

This committee focuses on planning and coordinating the Association’s social activities such as the annual beach party, golf tournament, and Holiday gala. The social committee also plans networking mixers throughout the year and promotes interest in all social events. This committee is currently co-chaired by Lesly Adams & Kelly Reid.

Dinner Meeting Committee

This committee focuses on planning all the Association’s monthly dinner meetings including the venue, the menu, and the program. The chair of this committee works closely with Executive Director, Mary Silva, on ensuring MCLE credit is earned by attendees when offered. This committee also gathers nominations for all the Association’s awards and presents them to the Board of Directors. This committee is currently chaired by Lesly Adams.

MCLE Committee

This committee coordinates and promotes the Association’s annual/semi-annual Seminars. This committee also works closely with the Association’s Section Chairs to ensure quality continuing legal education programs and works closely with Executive Director, Mary Silva, to maintain records to satisfy all requirements set forth by the State Bar of California in order to remain an “Approved Provider” of MCLE programs. The MCLE fees and fees from the semi-annual seminars are a substantial component of the Association’s budget. This committee is currently chaired by Leslie Ryland.

Technology Committee

This committee primarily focuses on keeping the Association relevant to its members regarding the advancement of technology. This committee also coordinates with the webmaster on content and maintenance to ensure it is user- friendly and functional. This committee is currently chaired by Howard Franco.

Community Service Committee

This committee focuses on the Association’s community outreach, by working closely with the Vista Court, Vista Law Library and Vista Public library to provide programs for the community at Law Week and Know the Law. The committee also promotes community outreach to local area schools by coordinating volunteer attorneys and scheduling Youth in Court and On My Honor programs. This committee is currently chaired by Ed Burns.

Standing Committees

Standing committees include the Courts Committee (Caroline Zinns, Chair), the Donor Advised Fund (David Daftary, Chair), the Long-Range Planning Committee (Howard Franco, Jr., Chair), the Legislative Committee (Steve Burke, Jr., Chair), and the Fundraising Committee (Leslie Ryland, Chair). All Board Members serve and participate on each committee.


North County Bar Association Members are welcome and encouraged to participate on any committee in any capacity. Please contact the committee chair for more information.  



Arbitration & Mediation

Fee Arbitration - An active member of the association serves as the Chair of this committee, with the executive director serving as the Vice-Chair. The Chair makes policy decisions and rulings related to jurisdiction and administrative issues on individual cases, while the Vice-Chair serves as the "hands on" administrator of each case file. The Vice-Chair processes the requests, appoints the panel, and serves the award.


Serve as a liaison between the bar members and the judiciary. Should make contact early in the year with the Presiding/Supervising Judges to determine what policies and procedures they intend to implement in that year. To maintain ongoing communication, and to provide information, and assistance to the bench, in order to facilitate the best possible flow of cases through the courts.

Donor Advisor Fund

The Donor Advisory Committee for the North County Bar Fund is chaired by a member of the Board of Directors. That Chair is responsible for directing The San Diego Foundation in connection with donations in the community, and also assists in fundraising efforts for the Fund. The Chair acts as a liaison with the remainder of the Committee members drawn from other legal organizations.

To maintain ongoing supervision of the association's long-term financial and practical well-being and goals.

Lawyer Referral Service

The LRS is a public service sponsored by the Bar Association of Northern San Diego County. The purpose is to link potential clients with qualified attorneys in the area of Northern San Diego County. Each year, LRS refers over 10,000 callers in need of legal assistance, and to maintain a method of referring clients to experienced attorneys, in compliance with the complete purposes and standards as set forth by the State Bar of California.


To represent the association at the annual Conference of Delegates, and to review and make recommendations related to proposed legislation which affects the profession.


To maintain a quality publication, that provides members with information, education, professional development, humor, recognition and announcements.

Mentoring Program

For new lawyers, the Mentoring program puts them in contact with experienced lawyers who are ready to share their own experiences and answer questions.

Know the Law

Purpose: Program is community service/community outreach. Provides 11-12 week course on law directed to the lay public and are taught by attorney members of NCBA. Members: Interested Board of Director members with assistance from the Executive Director.
